Cat - This gets Liberty Island flow and water temperate and then cleans water temperature to make it daily and fill in NAs. Ryan - I didn't do much to the flow data (other than separate it from water temperature), I wasn't the person who cleaned flow data for the other regions, was that you? I made a data_raw version, if you would like to clean it in the same way as was done for the other regions (or that can be removed and we can work from get to clean functions).

@goertler regarding cleaning LIB, you could use the clean water temp dataset, which has some additional cleaning in it (looked at repeating values, spikes, etc.) and then run it through impute if concerned about how clean the data are straight from cdec. I think there is probably a clean version of it also on NWIS given it is collected by USGS. I will merge it in as is for now and we can decide if we want to modify.
