Upload Improvements to CanadaUsaTxtDiffCheck #114

Previously, CanadaUsaTxtDiffCheck only checked bulk changes to CanadaUSA.txt. A finer representation of changes was able to have been obtained by checking the individual differences between the /src/data/*.csv files. These changes should be uploaded as part of developer tools.
