Review Reusable Canada-USA Scripts

There are quite a few scripts in the Canada-USA repository, and some of them may be helpful to other projects. It would be good to see what code in here is project specific, and what code can be reused.

For example, I think there is some code that uses the NREL ATB to get capacity factors for thermal power plants, and costs for a variety of technologies. This is probably reusable.

A successful PR will include:

• [ ] Meeting with @Sfusina and/or @trevorb1 to get an overview of the code and develop a list of what code can and cannot be reused.
• [ ] New functionality added to this utilities repository to replicate the reusable logic
• [ ] Replacement of the code in the Canada-USA repository with the new utility functions
