LaTex shows up twice in Launch config dialog #402

What steps will reproduce the problem?
1. Open Launch config
2. Open drop down list

What is the expected output? What do you see instead?
Should be one config for LaTex and one for TeX, see two labled as LaTeX
instead.

Registration of TeX handler needs to use its own derived class so that it
will be given the correct label.

Removed the Tex handler. The LaTex handler can be used for dual purpose
