Lethal implants are no-longer permanent. #1428

About the PR

The death acidifier, micro-bomb, and macro-bomb implants are now removable.

Why / Balance

I ran into a situation as a Security Officer where I picked up a syndicat reinforcement teleporter off the floor only to have it activate on me. The syndicat saw me as it's agent, never had any intention of blowing up on me, and proceeded to act peacefully the entire shift, but I had urges to kill it after a defusal process failed. It was a really sickening experience to babysit a potential spacing alert - this is honestly the main reason why I'm PRing this, but I have further logical justification also.

The implanter has a really really long do-after that proceeds to tell you that you can't extract the implant. Extraction would be unfeasible unless you have de-escalated a situation. An uncooperative micro-bomb can simply blow up during the implant extraction process, and a captain with a death acidifier should still be treated like glass in a hostage scenario. However, implant extraction should still be possible in an RP setting because de-escalation shouldn't be hopeless.

honestly, i'd love a system to remove holoparasites too, even if it meant needing a new researchable implanter

actually it looks like the holoparasite uses a separate system so i dont think i could add it to this pr, i can imagine reverse engineering the holoparasite injector would give you a holoparasite extractor however

last I saw; was reverted because it didn't work. not sure if brought back or not
