Finally fixes them pesky unlocalized job timers / the psych stamp #1429

About the PR

Now when you hover over Chief Justice and Courier in the menu it won't show you the raw name for the playtime tracker (JobCourier, JobProsecutor, JobClerk, so on and so forth.) Also changes the psychologist stamp because I found an appropriate place to put the localized thing for that.

Why / Balance

Because I got annoyed.

Technical details

FTL file for job names, localized all of the Justice Department ones, and Medical Borg and Courier. Might conflict with the Lawyer playtime thing for upstream files but I'll cross that bridge when I get there
