HoS and Warden differentiation #1887

Description

Looking at the HoS and Warden wearing certain outfits can get them extremely easy to mistake, which can be a pretty big issue with players with poorer vision, and also in more tense situations. Also would bring making it more distinct who the "bosses" are would bring it more in line with the other heads of command... granted the LO is very similar to a cargo tech.

Additional context

This is a bit of an issue with the move toward "greysec" and sapping colour from the department, as colour was one of the main ways that warden was differentiated from hos prior (warden having red, hos havingblack)
