add dev-environment to pixi.toml #84

next to the default environment, with the project ribasim-release (now 2024.7.0) we would like to have an environment with the ribasim-python module in dev-mode. By this we can:

  1. use ribasim-nl code for building models with the latest specs
  2. update ribasim-nl code to work with the newest ribasim-python
