batfile for windows has incorrect path to exec scripts for 2024.03 1D2D and 2D3D HMWQ DeltaShell releases.

All scripts are currently located in:

c:\Program Files\Deltares\Delft3D FM Suite 2024.03 1D2D\plugins\DeltaShell.Dimr\kernels\x64\bin\
c:\Program Files\Deltares\Delft3D FM Suite 2024.03 HMWQ\plugins\DeltaShell.Dimr\kernels\x64\bin\
