fix mindeps testbank #315

toml-to-req 0.1.0 is the highest version available to py3.8 and that does not support only exporting some of the optional lists to requirements.txt. The installation fails because of this in a later stage, since jupyter causes conflicting dependencies. Can probably be fixed by removing some of the requirements from the requirements.txt
