Bugfix lai and other small IO errors

Issue addressed

No issue was opened but there was a mistake in the unit for preparing mapping tables of LAI from landuse in setup_laimaps. Other small IO issues from the previous release:

• write_states argument in write
• creation of staticgeoms dir if dir_input is present: Fixes #296

Hi @dalmijn, apparently I was not thorough enough in our last PR to fix IO issues and the two above popped out already. Can you check? For the LAI, I've asked someone else to check that this solves their issue.

I'll try and finalize the water demands soon so that we can release fast enough these fixes.
