Format and lint with ruff #45

I've also removed the setup.cfg, but not really replaced by the samen pyproject toml content.

Reason being was that most of it was either somewhat outdated or incorrect.

I tested it locally and ran into a few import errors which I fixed. I think it is ready to merge now. Thanks for the improvements!
