Fix broken plugin setup in CI #57

Apparently something changed with the QGIS docker images a few months ago and since then the setup of the plugin on the docker image fails silently, causing tests to fail.

Unfortunately it creates a double zipped package, due to this querk: https://github.com/actions/upload-artifact#zipped-artifact-downloads
