What has been done?

Create a class AvgSpeed to contain the average speeds per road type
Create a AvgSpeedCalculator to calculate the average speeds from a graph
- Using a reader and writer these values are read/written to CSV
Assign the average speed (meanwhile adding length and time, if needed) for OSM and Vector networks
Remove code from networks_utils that is not needed anymore

Various boy scout changes:

added type hints
implement enums
remove superfluous classes in typing of NetworkX graphs
remove several unused methods
