Requirements:

A network with hazard overlay
Input data files for every adaptation option

Process

For every AdaptationOption in AdaptationOptionCollection:

fetch the corresponding input data files
Run losses and damages just like in https://github.com/Deltares/ra2ce/issues/595
Create a GeoPackage file named "combined_losses_and_damages_adaptation_options" with column "impactAO{OPTION_ID}" for every option. This is the impact for the considered event.
