remove unassociated edges from dataset #121

After https://github.com/Deltares/xugrid/issues/68 was fixed, the westernscheldt dataset cannot be read anymore (the newly implemented error is raised). Implement remove_unassociated_edges in dfm_tools to support this dataset anyway (potentially move to xugrid later).
