Drill Cooldown Timer Incorrect #39

Expected Behavior: [cooldown_timer] for drill should be 20 seconds

Actual Behavior: [cooldown_timer] for drill is actually set to 40 seconds. When the actual ability CD is complete, the drill will continue to count down from 20. Recasting drill will reset the DelvCD CD to 40 seconds.
