Please add documentation to the README no how to build and run the project from the commandline. Also add dependencies

Where is the code that automatically loads the local resources? Is that in this pull request?

in Client.setupAppMasterJar() and AbstractApplicationMaster.onContainersAllocated(), the resource is called lib
