Update population prognosis #15

In December 2022, the "15. koordinierte Bevölkerungsvorausberechnung" has been published (DR uses the 14th).

How much effort is it to update the disaggregator to use these recent data? Are there just some files to be replaced or does this require a major refactoring? @maike93he

If I remember correctly, the data was manually compiled and new data files created. I'm not sure if that is still the case thought. Maybe @PVerwiebe can help?
