Ahoy! There's tons of projects using it on 2021 and I can confirm it works, so something else must be going on. Package Manager is not supported (unless you're installing from the store section), but have you does it finish installing? Have you tried opening the setup manually via Tools > Demigiant > DOTween Utility Panel?

I used the package manager inside Unity, when it finished importing it there was no "Tools" and the Utility panel did not appear. I installed it manually (with the archive on the website) and it worked
When installing from the package manager, the Utility panel does not exist, manual installation works
