Initial elections for postcode endpoint #507

Very initial endpoint for getting elections from parquet files.

### Tasks
- [x] Expand the response to include whole ballots (from S3 data)
- [x] Support UPRNs
- [x] Test with actual data on S3
- [x] Add in logging
