Sync shapefiles to a S3 bucket when ECO is made #8

Once an ECO is made, grab the shapefiles zip and save it to a S3 bucket. The 'directory' can be named based on the area name and ECO name (e.g: s3://my-bucket-name/Allerdale/The Allerdale (Electoral Changes) Order 2017/shapefiles.zip) because this is necessarily unique.

ECO name listed as both: The Basingstoke and Deane (Electoral Changes) Order 2019 and The Basingstoke and Deane (Electoral Changes) Order 2018

Therefore better to get the ECO name from the ECO - i.e. https://www.legislation.gov.uk/uksi/2019/1122/contents/made
