Make homepage #GE2015-specific #20

After sleeping on this pull request, I realised this morning that it can't be good practice. Instead I think we should:

1) Create an app that contains the front-end static content. 2) Create a fork of the repository so that we can make that app GE2015-specific for our purposes while keeping the upstream system generic.

Since nobody else is using the code in anger yet, though, perhaps we can take this shortcut for now and refactor it after the general election?
