Create GH pages front-end #1

It'd be good to have an interface to display the results, especially as they're entered on election night ;)

We can use GitHub pages to keep it simple.

We've done a bunch of work with data-driven jekyll sites at the ODI, so we can probably provide some pointers when you get to this.
