Change format and auto-generate Seats CSV #10

Instead of one CSV per constituency (with just one row in each) we should switch to using a single seats.csv which is auto-generated by using the votes.csv files.

The "ballots rejected" column has been removed from the votes CSVs in favour of moving that into the seats CSV, so that needs doing too.

On second thoughts, I'm going to close this and completely abandon the seats data altogether.

It's basically provided by yournextmp.com now, so we shouldn't duplicate effort here.
