Create an editor #2

Contributing will require at least some GitHub nouse. It'd be much better if folks had a web-based editor they could use instead. Maybe @floppy's work on https://github.com/openpolitics/editor will come in handy... ;)

Just replace the github.com in the URL when viewing the CSV file with githubeditor.herokuapp.com.
