Fix the workflow so that it actually opens a GitHub issue when there are new bank holidays in the .gov list.
Also took this opportunity to add in the new bank holidays from the gov list.
The linked issue was the issue created when I was testing my fix, which I thought I'd close through the proper channels to demonstrate that it all works proper like 😁
