Identify candidates that move on to the House of Lords #1267

Sometimes people die, sometimes they go to the other place.

~Sometimes people edit a profile (add a photo or whatever) of a candidate who is a peer, which is a waste of everyone's time. A tickbox 'sent to the Lords', which locks the profile, would be a way of avoiding this and also would be a nice way to build a dataset.~

Implementation note: this could be done with the existing edit_limitations field.

Peers can still be candidates in local elections though (and possibly other non-Westminster elections?) although it is unusual:

I did not know that! Hmmm, might still be interesting to store the info and display it on WCIVF...

Update: we now have MNIS IDs, so we could do this with some ease.
