Add "reason for merge" to merge suggestions #2290

I trust you but thought it was a good example of how we'd benefit from a Reason or reference field when people are submitting duplicate suggestions, if that's something <@U02Q1MV4P> is considering. The now merged person is here: https://candidates.democracyclub.org.uk/person/99221/raja-akhtar
