"not standing" does odd things and is not a synonym for standing down #2292

This candidate had been accidentally added to a ballot. I selected 'not actually standing' , and now they are 'standing down' in triplicate.

Is the answer a 'remove from ballot' in admin or front end?

Yes, I think so.

I think we should remove 'standing down' from the election list entirely, as it's generally not true (it implies they are standing down for that election, when often they have already quit).
