Chop the 'quest' from the homepage #601

I reckon we can lose the 'quest' bit:

democracy_club_candidates

We don't know how many people use it, but I'm thinking that the tasks are quite often impossible quests (X doesn't have a facebook page, so it's a sad first task). And I'm not sure the system knows about by-elections, so it's still suggesting we find details for 2018 London councils candidates.

I think the by-elections present a more compelling, urgent CTA, so we should just chop the quests block. (But leave the search as the top thing)
