74 get assertions endpoint #126

Get assertions endpoint. There are still 3 things about this that aren't perfect, which I hope to figure out while working on the Generate Assertions endpoint.

  1. Checking that the raire-url in config has been set properly.
  2. making sure the zip filename is correct, and checking it on a few different browsers.
  3. API testing (I have made a separate card for this).
