This is @charliecarlton's PR, from https://github.com/DemocracyDevelopers/colorado-rla/pull/177, but with only the actually-used commit cherrypicked. I've closed the other PR in order to sidestep the problem of older unsigned commits.
Also made some small changes based on @michelleblom 's review of PR #177 .
