This is also a simple call to colorado-rla's get-assertions-csv and get-assertions-json endpoints. Check with cdos end-users the most sensible place to get them from.

Closing this because there are now two perfectly good places to do this: one as specific buttons on the assertion-generation page, and one integrated into the reports drop-down.
