Getting it running

This makes enough small config changes to make colorado-rla run successfully. Also note updated instructions in 25_developer.md.

The main changes are:

• point hibernate at localhost for the database
• update postgresql and hibernate dependencies
• comment out sos-parent-pom
• rewrite instructions in 25_developer.md

Obviously, for production, the hibernate url should be reset.
