Added spanish translation for "Security" #204

Made the translation for section 2.5 which is Security but appears as 2.6 in the original english text - haven't found an explanation for that difference but didn't want to edit since all the numbers seem changed and maybe there's a good reason. Do you know why @medied?

i can take on the rest of the spanish translation if it's tedious for you (really just let me know and feel free to leave it) - I even kind of have fun doing this

Good catch on the section numbers' mismatch. Looked into it and realized it's because we added a new section (2.4 Pilot, regarding Colombian pilot) in the original english section but hadn't updated the spanish skeleton. Just pushed 5ed05d9d7fcd4a31a06036373c10006cbe459a6f to fix that.

And yea awesome thanks! Feel free to translate as much as you want! We are using this spreadsheet to coordinate, anything that hans't been claimed is fair game. You can see @nelruk has also been translating.
