Added swedish translation folder and a new README_SE.mediawiki file #310

Hi, I wish you a Merry Christmas & Happy New Year !

Here is my first translation iteration from Sweden.

Chapter 1-2 is "ready" - first iteration Am about to proceed on Chapter 3 Google doc "The Social Smart Contract : translations coordination" also updated with new "tab" for Swedish and updated the progress status.

I will very soon to perform more iterations and update the entire document and also include more Swedish people to verify the translation.

Updated - README_SE.mediawiki file Completed the rest of the chapters Updated the Google Spreadsheets. Minor updates and smaller adjustments will follow later. Need to include more Swedish speaking peers ( I will invite some of my Democratic energetic friends )
