Side menu to show up the bills #15

Maybe can filter with the same menu of https://github.com/DemocracyOS/app. and their filters.

Yea, but in order to avoid copypasta we should make sidebar, laws-filter and laws into components under DemocracyOS orga. I bealieve for now it's ok to just copy the Jade/styl and use a simple list for it.

Maybe we can made a component sidebar only with style / template, and is the kick-off to the other components

Also we need to update the fixtures, to show up more than 1 bill.
