Add navigation for all bills. #6

For the moment the only bill active is harcoded. We need to create a UI to navigate whole bills.

There's no need for this; it's responsability of whoever integrates the bill-tracker. In DemocracyOS this is solved by the sidebar.

This means bill-tracker should only know one law ID and the endpoint where to fetch its data and metadata
