[v3] Add Globalize lib #1562

Globalize translation and dateFormatter working on client. Although, I have a few considerations:

Globalize makes the building process slower.
While building, a Babel warning message appears: [BABEL] Note: The code generator has deoptimised the styling of "/home/flor/Git/democracyos/.tmp-globalize-webpack/dev-i18n-data.js" as it exceeds the max of "500KB".

We surely need to investigate more about globalize-webpack-plugin and its config.

Seems that the temp dev file .tmp-globalize-webpack/dev-i18n-data.js is around 1.8MB for me From what I found, this is "not an error" its just babel trying to give you an.. advice? or just a warning, shouldnt be a problem tbh.
