RTL support and Persian translation #1617

Following the discussions on #518, here's a new issue for RTL support. I'm going to create a pull request soon, addressing following issues:

Persian translation,
RTL styles (including Bootstrap),
functionality to switch to RTL style based on locale,
locale numbers in various views

Thanks for the great work! Can someone update on the status of this PR? I would like to add support for Arabic and it will be very helpful to have the RTL support for doing that. Please and thanks.

hi @hagir7, Have a look at this branch on our fork: https://github.com/shahredigar/democracyos/tree/add/rtlsupport It contains the rtl capability without Persian translation. It's around 10 months old, so you have to rebase it to latest master.
