[§9-A2-S2] Proposal process #94

User Story: As DiB we want that proposals to change the "Abstimmungsordnung" directly jump into the discussion phase and that the quorum and the approval phase are skipped, the revision and voting phase stay the same. Acceptance Criteria:

proposals only need one initiator from the user group "Bundesvorstand"
proposals switch directly to the discussion phase after creation
the reviewers cannot review proposals in any phase
proposals go through the revision and voting phase

Remaining tasks from #93 : surround AO-Button with a guard so only BuVo can open proposals. only show BuVo instead of all users in proposal view.
