the target user is not clear

It only says for staff, the target user is not clear, and it is not resonable that a staff manage flight, customer and meal reservation. So that staff is not suitable and clear enough to describe the target user.

Our target user profile is staff, and i dont see a reason why staff cannot manage multiple things, it is more than well within their job scope that we project.
