Did not check the IC overlap between Patient and staff

The IC for patient 8 and IC for Staff 3 are the same, and they have different name, the program did not check this.

It is intended functionality for a person with a particular NRIC number to be able to be recorded as both a staff and a patient.

It is now permissible for their names to be different as we have not added the feature to indicate a staff's title/specialisation in the staff manager. Thus user's may add in a patient with name "Matthew Tan" but a staff with name "Dr Matthew Tan" (to indicate that they are a doctor and not a nurse) to refer to the same person.

Since this feature will be added in future versions, duplicate name checking will be added then as well.
