Dashboard: add precip graph #42

Dashboard stack of graphs does not include precipitation. Tasha La Doux, Academic Director, Granite Mountains, requested this.

Elements in order of availability:

  1. Graph precip only to start.
  2. When available, add cumulative rainfall WY to current on right axis.
  3. When available, add last WY cumulative to current date on right axis.
