Added voice chat name functionality and offline message updates #39

I was bored and kind of wanted the functionality, so I took it upon myself to code it! Only issue right now is that if you have both channel topic and voice channel name updates enabled, it seems to trigger the rate limit fairly easy so I'm not sure what to do about that.

This will be merged to the 1.x.x branch but will not be released on curseforge as I rewrited it directly in 2.0.0 update
