Tabs don't overflow properly

When the window is less wide, tabs overflow behind the minimize/maximize/close area.

• [ ] Resize the tabs so they fit in their assigned area
• [x] Resize the area the tabs go in
• [ ] Include a scrollbar or other overflow device
