Flesh out initial story

Server:

• elects a "leader"
• gives leader to new peers (has a finite list of leaders)
• stores leader as well as information about how to connect to leader
• deletes leader when it receives "kill" from leader
• behaves as hub until their are enough peers (leaders)
• acts as "handshaker" server

Peer:

• Asks server if it has a leader
• Has list of peers within GPS threshold
• etc, i'm bored typing for the moment

Turn these into coherent stories...
