We currently send all BOM_PROCESSING_FAILED events to a Slack channel for triage and remediation.

Add a new hook for BOM_VALIDATION_FAILED which would fire when

[X] I have read and understand the contributing guidelines
[X] I have checked the existing issues for whether this enhancement was already requested
