Add build matrix to gh workflow WIP #136

Working on the build matrix now. @DerThorsten could you deactivate the travis build? This can only be done by the owner. See here https://stackoverflow.com/questions/30874853/how-do-you-remove-a-github-repository-for-travis-ci-tests.

Finished github actions workflow. I am giving conda-forge another try: https://github.com/conda-forge/staged-recipes/pull/13770/, so I will merge this and make a release to build this with the most recent changes.
